    The Olympic Charter is the codification of the Fundamental Principles of Olympism, Rules and Bye-Laws adopted by the International Olympic Committee (IOC). It governs the organisation, action and operation of the Olympic Movement and sets forth the conditions for the celebration of the Olympic Games.

    Organization of the Sochi 2014 Games is carried out in accordance with the Federal Law №310-FZ «On the organization and hosting of the XXII Olympic Winter Games and XI Paralympic Winter Games in Sochi, development of Sochi as a mountain climatic resort and amendments to certain legislative acts of the Russian Federation» passed on December 1st, 2007. The Law regulates the relationships that arise during the organization and hosting of the Games and the development of Sochi.
